Description

EU-Projects 360 degrees: Implementing 21-27 programmes and NRRPs delivers an intense overview of the most important technical topics in the management, control and audit of ESIF, EMFAF, ISF, AMIF, BMVI and the Recovery and Resilience Facility (RRF). It compacts an all-round set of essentials in three days of discussion based on recent updates, experiences and good practice, followed by a thorough two-day review of public procurement practice and application.

It provides a unique opportunity for practitioners to meet counterparts from other Member States, and share practical solutions to the most common problems being encountered in the management, control and audit of the 21-27 programmes and NRRPs, including:

· What are the pressing challenges being encountered by public authorities in the management, control and audit of the Funds so far?

· How do we interpret the regulations and technical guidance on essential matters such as the financing not linked to costs, common indicators, Do No Significant Harm principle, conflict of interest, double-funding, fraud and corruption and other?

· What good practices can be shared between Member States?

· How is the concurrent implementation of the NRRP, 14-20 closure and the new 2021-27 programmes going? What are the new, added pressures on the current workforce making up our restrictive pool of administrative capacities?

· Are we prepared to handle so many funds at a go?

· What tools do we have to provide quick, feasible solutions?

Following a visit to EU funded projects in Gozo, the second part of the course focuses on public procurement, discussing the most common pitfalls at each stage of the public procurement process, identifying solutions and applying financial corrections using fair and proportionate judgement.
