Over two years ago the EC rolled out the first proposed text for the legislative package of the Multiannual Financial Framework 2021-27. Little did we expect the global outlook to change so drastically as it did in the past few months. Words such as ‘recovery’ and ‘rescEU’ have grabbed the headlines away from ‘growth’ and ‘simplification’. Yet, the machine rolls on and we are called to adapt.

July has seen a breakthrough on the MFF21-27 at the European Council. We have a re-drawn map for economic recovery, which will coincide with the fewer, clearer and shorter rules already designed before all this happened. There is no need to reinvent the wheel. We are called to rely more on national authorities, use the same management and control systems approved for the 14-20 programmes, apply a single audit principle and focus resources on results. More streamlined policy objectives will be supported by improved reimbursement processes based on conditions not costs, clearer financial instruments, and OPs which are more sensitive and flexible to changing economic and social conditions.

This two-day seminar will help you make some order out of all the data and information out there. It will deliver the facts as they evolve and provide interpretations of the possible effects on our day-to-day management of the eventual programmes and projects on the ground.

  1. Understanding the latest developments on the 21-27 Multiannual Financial Framework and its relationship with other initiatives taken in reaction to the economic and social effects of COVID-19;
  2. Comparing the proposals with the current implementation of the 14-20 programme, and understanding the effects of the changes proposed on the management and control systems;
  3. Acknowledging the benefit of simplified processes and synergies to decrease administrative costs;
  4. Appreciating the effects of legal, regulatory and policy discussions today to on-the-ground implementation later on;
  5. Taking away points of discussion for further elaboration by the EC and national/regional authorities during negotiations on the regulatory package.

 

Venue & Mode of delivery

The sessions will be delivered live from our offices in Malta through the Zoom application (see https://zoom.us/), which may be downloaded either on a personal computer, laptop or smartphone. A reliable internet connection is important, but the sessions will also be recorded and distributed to all participants after the session, for later reference on demand.
