Introduction – Setting the objectives and expected outcomes
Phase 1: Programming and Regulations of ESF 2014-20 – Where from and where to? The first session introduces the European Social Fund by reference to its history, successes and core values. Looking ahead, we discuss the role of ESF within the Europe 2020 strategy and Cohesion Policy and discuss the progress registered so far.
Phase 2: Applying for and Selecting projects under ESF 2014-20 - ESF Principles An overview of the underlying principles of ESF – transnational cooperation, partnership, equal opportunities and social innovation.
Phase 2: Applying for and Selecting projects under ESF 2014-20 - The Intervention Logic An introduction to the Intervention Logic, starting with the identification of the development needs, the solution, proposed action and contribution to key indicators. This is done through case studies related to all thematic objectives: employment, education, social inclusion and quality of public administration.
Phase 3: Project implementation - Forms of Support (1) – Financial Instruments In this session we explore the application of financial instruments in ESF and the EU Programme for Employment and Social Innovation (EaSI), as an alternative to the classical grant-based approaches to project financial support. A number of cases are presented throughout.
Workshop: Applying financial corrections to common errors in the implementation of financial instruments The first day concludes with a workshop on the common errors in financial instruments and the ways how to treat them after detection, with particular reference to the EC guidance notes.

Phase 3: Project implementation – Simplified Cost Options : An introduction Day 2 is totally dedicated to simplified cost options in ESF, starting off with an overview of the most important principles, regulations and background information.
Phase 3: Project implementation – Simplified Cost Options: Flat Rate Financing (Workshop) An intensive workshop exploring flat-rate financing and all its variants through practical examples and multiple perspectives – implementation, reimbursement to the Beneficiary, verification and certification to the EC. (includes 30-min coffee break)
Phase 3: Project implementation – Simplified Cost Options: Standard Scales of Unit Cost (Workshop)An in-depth analysis of standard scales of unit costs, once more through practical examples and from different perspectives – implementation, reimbursement to the Beneficiary, verification, certification to the EC and reimbursement from the EC. Includes special reference to the ESF Regulation, Article 14.
Phase 3: Project implementation – Simplified Cost Options: Lump Sums (Workshop) A workshop to explain lump sums and their application, together with an overview from all perspectives (incl. Article 14, ESF)
General Case Study: Improving implementation of projects through SCOs (Workshop) A case of a project based on traditional real-cost funding support is presented, for transformation into one or more SCOs.
Concluding remarks and wrap-up of Day 2
Phase 4: The Quality of Public Administration Toolbox – Ethics in public administration This session is the first of two focused on topics identified by the European Commission in its Public Administration Toolbox. The sound management of the ESF is in the interest of all. Here we discuss how the promotion of ethical behaviour in public administration leads to less error, corruption and fraud.
Phase 4: The Quality of Public Administration Toolbox – Public Procurement (incl. workshop) Public procurement is a primary channel for the delivery of ESF outputs and results. This session explores the subject in depth, linking strongly with the Directive and anything which is typically ESF-type.
Phase 5: Verifications – The EC Guidance Note on Management Verifications A short introduction to and discussion on the most important elements of the Guidance Note
Phase 5: Verifications – Eligibility of expenditure (incl. workshop) A discussion on eligibility of expenditure in ESF, with particular reference to the relevant articles in the Common Provisions Regulations, the ESF regulation and national rules, with examples.
Phase 6: Certifications (inc. Verifications) – Reimbursement from the EC, the Annual Accounts, Management Declaration and Annual Summary 2014-20 is different from its predecessors especially in the way funds are reimbursed by the EC. This workshop walks step by step through the process of advance and interim payments and their clearance.

Phase 7: Monitoring and Evaluation of ESF Programmes and Projects - Performance Framework and Reserve (with Group Workshop) The final day focuses on ESF programme monitoring and evaluation. ESF 2014-20 is being delivered within the context of a strict performance framework, where priorities are implemented towards the achievement of well-defined objectives. Through this session we analyse the framework and its relationship with the Performance Reserve and the programme targets.
Phase 7: Monitoring and Evaluation of ESF Programmes and Projects - Data management in ESF 2014-20 The quality of an evaluation is a function of its base data. In this programming period, where performance is predominantly measured on results rather than absorption, data management plays a crucial role. This session studies the data requirements of ESF 2014-20.
